Taiwan will take the lead in launching the "Three Cities Ten Thousand" program in 2012 to fully support Taiwan's LED industry

Recently, the Taiwan Ministry of Economic Affairs announced that it will fully support the LED industry in Taiwan. Starting from 2012, it will start the “Three Cities in Ten Thousand Cities” program and replace the mercury street lights in Keelung City, Hsinchu City, and Chiayi City. It is estimated that by the end of 2018, it is expected that more than half of the mercury lamps in Taiwan will be replaced, which will drive LED output value of more than NT$6.4 billion.

The Ministry of Economic Affairs of Taiwan stated that it plans to introduce the “Energy Saving Performance Guarantee Service Mechanism” (ESCO) that was shared by the central government, local governments, and manufacturers in early 2012. It hopes that within the next seven years, nearly 800,000 盏 mercury street lamps will be replaced. "Three cities and ten thousand" plan, the initial budget of about 330 million yuan, about 19,000 LED lights.

At present, there are more than 800,000 æ°´ mercury street lamps in Taiwan, and the total budget for replacement of crude mercury is as high as 18 billion yuan. If the ESCO mechanism is implemented, the central financial burden can be reduced to more than 3 billion yuan. In the past three years, through the "LED Road Lighting Demonstration Project", 21,000 street lights have been replaced.

ESCO means that the government pays part of the purchase price of the manufacturer, and the other part is that the local government pays the rest of the purchase price to the manufacturer on the basis of the product performance and the saved electricity price. The implementation of ESCO can reduce the financial burden on the government, create the maximum domestic demand, and help foster the LED industry.
