In October 2015, ITU passed a resolution at the World Radiocommunication Conference to formally develop an “IMT-2020†roadmap for 5G development. According to this timetable, ITU will begin to collect 5G technology solutions in 2017, and 5G standardization work will be completed no later than 2020.

In China, on January 7, 2016, the Ministry of Industry and Information Technology held the “5G Technology R&D Experiment†kick-off meeting in Beijing, announcing that it will strive to commercial 5G in 2020. As one of the major participating countries in the standardization of 5G technology, China has made great progress in the formulation of 5G standards. In order to promote the global industry's consensus on 5G concepts and key technologies as soon as possible, China's IMT-2020 (5G) promotion team released the 5G Concept White Paper on February 11, 2015.
According to the overall deployment, China's 5G test is divided into two steps: technology research and development test from 2015 to 2018, led by the China Information and Communication Research Institute, operating companies, equipment companies and scientific research institutions; 2018 to 2020 Product development and testing, led by domestic operating companies, equipment companies and scientific research institutions to participate.
