1. Bidding conditions: The project of 329 National Highway Double Line (Small Caojing ~ Huangjiatun Section) has been approved by Ningbo Development Planning Committee for the construction of Yujiji [2003] No. 598. The project owner is the construction command of Yaobei Avenue Project in Yuyao City. unit. The project has already met the conditions for construction bidding, and the project is now open for public bidding.
2. Project overview and bidding scope
2.1 Project Overview: The 329 National Highway Double Line (Xiao Caoyu ~ Huangjiatun Section) passes through Huangjiatun, Qimen and Xiaocaoyu Towns. It is about 16.3 kilometers long and is built according to the standard of the first grade road. The streetlight project of this bidding is the 329 national highway double line (Xiao Caoyu ~Huangjiatun section) ancillary facilities.
2.2 This tender has two contract sections:
The first contract: AK0+969~AK8+850, 7.783km long; the tender range is the light pole, LED lamp, distribution box, voltage device, cable and so on.
The second contract: AK8+850~AK14+760.703; BK14+760.703~BK17+258.051 is 8.408km long; the tender range is the light pole, LED lamp, distribution box, voltage device, cable and so on.
2.3 Construction period requirements: 4 months.
3. Bidder qualification requirements
3.1 The bidder shall have the exclusive production enterprise or consortium with high-power LED street lamp production capacity (registered capital equivalent to more than RMB 20 million) and urban and road lighting engineering professional contracting level III and above; The following rules must be observed:
(1) Members of the consortium shall possess more than one capability (qualification) of the three-level and above qualifications for street lamp production capacity and urban and road lighting engineering, and the consortium must have both of the above-mentioned capabilities (qualifications) and street lamp production enterprises. The registered capital is equivalent to more than RMB 20 million.
(2) Each member of the consortium shall issue a power of attorney authorizing the organizer to handle the bidding. The power of attorney shall be signed by the legal representative of each member and affixed with the official seal. After notarization by the notary public, it shall be bound in the tender documents.
(3) Despite the appointment of the consortium sponsors, the members of the consortium still have joint and separate legal responsibilities in the process of bidding, signing and performing the contract. To this end, the legal representative of each member of the consortium or its authorized agent shall sign and affix the official seal on the contract agreement.
(4) The consortium consists of two or more independent legal entities. The consortium shall sign the consortium agreement in the prescribed format and shall appoint one of the legal persons as the consortium sponsor to assume the obligations and legal responsibilities of the consortium in the bidding and performance of the contract. A copy of the consortium agreement should be submitted with the bid document.
3.2 Each bidder can bid on the above two contract segments, but one unit can become the first successful bidder of a contract segment and no longer be the winning bidder of other contract segments. Each bidder must submit at least one set of bids and submit up to three sets of bids.
3.3 The bidder must have the original and IC card of the “Ningbo City Tender and Tacky Market Transaction Certificateâ€.
3.4 If the bidding enterprises and personnel need to be registered by the relevant industry administrative supervision department of this Municipality, they must also register.
3.5 Each contract section shall submit a bid bond of 200,000 yuan and submit it to the owner before 11:00 on July 13, 2009.
3.6 This tender is subject to post-qualification review. The bidder has one of the following conditions and his qualification review will not be passed:
3.6.1. If the property is ordered to suspend business or is in bankruptcy, the property shall be taken over, frozen, etc.;
3.6.2. In the bidding activities or construction process, there are bad behaviors that are notified by the Provincial Communications Department, the Provincial Development and Reform Commission, the Ministry of Communications or the city-level bidding supervision department of the project to limit the bidding, and within the limited bidding period.
3.6.3. In the past 2 years (since June 1st, 2007), there are bribery acts (including bribery of units and bribery of unit management personnel due to the project), which is subject to the judgment of the court;
3.6.4. In the field of key project construction, bad behaviors are reported by the Ningbo municipal supervision department and during the reporting period;
3.6.5. In the past 2 years (since June 1, 2007), there were serious violations in the bidding activities, such as bidding and stringing, and there were serious breaches in the middle of the road. There were major quality accidents during the construction process.
3.7 LED street light fixtures are self-developed products.
3.8 Passed the ISO9000 series quality assurance system certification.
3.9 After 2006, there are sales of high-power LED street light fixtures above 70w.
4. Acquisition of bidding documents
4.1 Anyone who intends to participate in the bidding shall be from June 23, 2009 to June 30, 2009 (except statutory public holidays and legal holidays), daily from 9:00 am to 11:00 pm, 13:30 pm By 16:00 (Beijing time, the same below), hold the bidding tangible market transaction certificate and IC card in Ningbo, and purchase the bidding documents at the 5th and 6th windows of the Municipal Public Resource Trading Center.
4.2 The price of each set of bidding documents is 500 yuan, and the tenders will not be returned after being sold.
5. Submission of bid documents
5.1 The deadline for submitting bid documents is 9:30 on July 14, 2009. The venue is Room 1011, 10th Floor, Yuyao Transportation Bureau (No. 388, Nanlei South Road, Yuyao City).
5.2 The tender documents that are delivered late or not delivered to the designated place will not be accepted by the tenderee.
