South Korea launched measures to promote LED popularization, strive to achieve 100% LED lighting

In 2006, Korea set the goal of “15/30 (reaching 30% penetration rate before 2015)”, and began to fully introduce LED lighting. The first to replace traffic lights, outdoor displays and billboards into LED products, so many companies regard it as a good opportunity to expand their business, and have stepped into the LED lighting market.

But the current status quo is that in South Korea, LED lighting is not as popular as originally planned. Through large-scale investment by large companies, South Korea has jumped to the second place in the global supply chain such as LED chip manufacturing in a short period of time. In the downstream industries such as lighting equipment manufacturing, in addition to large companies, SMEs have also shown a positive attitude in entering overseas markets. However, due to the large number of companies involved, and the continuous rapid decline in unit prices, the Korean LED industry has now entered a difficult period.

To make matters worse, the popularity of LED lighting in Korea has stagnated. In 2010, LED products accounted for 2.5% of the total lighting, and around 4% at the end of 2011 (about 6% in Seoul), the penetration rate has not improved. The government has implemented several LED popularization policies to support enterprises and reduce power consumption (see Table 1 for results). To achieve the "15/30" target proposed by the government in 2006, it should be popularized at least 6.5% per year from 2012 onwards. But from the current point of view, the goal proposed by the Korean government seems to be difficult to achieve.



If the LED penetration rate in Korea has been at a low level, then the future of companies that are unable to compete in overseas markets will be very difficult. Therefore, the Korean government, the Seoul Metropolitan Government, and the LED industry group Korea LED Association (KLEDA) have all taken their own positions and introduced measures to further promote the popularity of LEDs. The following is a description of the promotion policy of Seoul City, which is expected to be the first to popularize LED lighting.

Targeting 100% LED lighting

Seoul City has previously launched a very active LED popularization policy. From 2007 to 2009, a total of 23 billion won was invested, and 156,000 盏 of lighting facilities and 38,000 盏 of public buildings were replaced with LED products (Table 2). As a result, the annual electricity and electricity bills saved reached approximately 42,400 MWh and approximately 1.6 billion won.


In 2012, based on this policy, the Seoul Metropolitan Government added some measures to achieve 100% LED lighting. Seoul City announced in June 2012 that the city’s public institutions “have the obligation to use LED lighting in new public buildings”. As of the end of June 2012, the LED lighting utilization rate of public institutions in Seoul has reached about 10%. According to reports, it will be further expanded in the future. The goal is to achieve a 50% utilization rate of LED lighting in public institutions in 2014 and 100% in 2018, so that the use of private LED lighting will reach 100% by 2030 (Figure 1).
