SERC Releases Information Dispatching and Disclosure Methods for Electric Power Dispatching Agencies

A few days ago, the Office of the Electricity Regulatory Commission published regulations on “Information Disclosure and Disclosure for Power Dispatch Agencies” to strengthen supervision of power dispatching, standardize the information reporting and disclosure activities of power dispatch agencies, and maintain the order of the electricity market. The Measures are formulated in accordance with the "Regulations on Information Reporting of Electric Power Enterprises" and the "Information Disclosure Regulations of Electric Power Enterprises" and other regulations. The Supervisory Commission requires that electric power dispatching agencies should submit and disclose information in accordance with the principles of truthfulness, promptness, completeness, and transparency. information.

The specific implementation measures are as follows:

I. Information dispatching of power dispatching agencies (1) Contents submitted 1. The power dispatching organization shall submit the following dispatching information within its jurisdiction to the power regulatory agency on an annual basis and monthly basis:

(1) Power balance plan: It is expected that the highest load, cross-regional tie line will send and receive electricity, the nameplate of the unit within the jurisdiction will contribute, the capacity, capacity and causes of the highest load, the maximum adjustable output, and spare capacity;

(2) Power balance plan: Estimated electricity consumption, cross-regional connection lines to send and receive electricity, and unit generating capacity within the jurisdiction;

(3) Equipment maintenance plan: the overhaul plan for power generation equipment in the jurisdiction, the maintenance plan for power transmission and transformation equipment, and the impact on the operation mode of the power grid;

(4) Equipment commissioning and decommissioning plans; commissioning and decommissioning plans for power generation equipment within the jurisdiction; plans for the commissioning and decommissioning of power transmission and transformation equipment;

(5) Grid congestion, causes and measures.

2. The power dispatching institution shall report the following dispatching information within its jurisdiction to the power regulatory agency on an annual basis and monthly basis:

(1) Equipment commissioning and decommissioning conditions, total installed capacity, transmission line scale and parameters of 220kV and above, scale and parameters of 220kV and above transformer equipment;

(2) Power balance situation: the highest load, the transmission of power by cross-regional liaison lines, the maintenance capacity at the time of the highest load, the capacity and causes of the obstruction, the maximum adjustable output, and the reserve capacity;

(3) Balance of electricity: electricity consumption, cross-regional connection line to send and receive electricity, the unit generating capacity within the jurisdiction;

(4) Utilization of power generation equipment: average load factor per unit, daily load factor of maximum load, daily load factor of minimum load, average operating spare capacity of the entire network, maximum operating spare capacity, and minimum operating spare capacity;

(5) Demand-side management: peak shifting, peak avoidance, power limiting, capacity drawing, and power loss caused thereby;

(6) Equipment overhaul situation: Overhaul of power generation equipment, repair and maintenance of power transmission and transformation equipment and reasons not implemented within the jurisdiction;

(7) Operation of the ultra-stable limit of grid transmission lines and cross-sections, and the operation of transformer over-control limit;

(8) Restricted power and causes of renewable energy power plants;

(9) Failures of power generation and power grid equipment: number of equipment failures, failure time;

(10) Maximum currents and average currents of major transmission lines.

(II) Method of submission The State Power Dispatching Center submits information to the Electricity Regulatory Commission. China Southern Power Grid always transfers its information to the Southern Electricity Regulatory Bureau. The dispatch center of Inner Mongolia Electric Power Company submitted it to the North China Electric Power Supervision Bureau. The regional and provincial-level power dispatching agencies of the State Grid Corporation of China shall submit their reports to the regional power supervision bureau and the provincial (city, district) power supervision agency. If no provincial (city, district) power supervision office is established, it shall be submitted directly to the Regional Electricity Regulatory Bureau.

Power dispatch agencies submit relevant information through official documents. Every year before March 20th, we will report the post-event information of the previous year and the pre-event information of the year; we will report the post-event information of the previous month and the pre-event information of the current month before the 8th of every month.

II. Disclosure of Information by Electric Power Dispatch Agencies (I) Disclosure 1. The power dispatching agency shall disclose the following daily dispatch information to the power generation enterprise beforehand:

The next day the whole network load forecasting situation, the whole network power generation forecasting situation, each power plant power generation plan situation, the key transmission section prediction situation, the provinces and so on link line forecast situation and so on.

2. The power dispatching agency shall disclose the following daily dispatch information to the power generation enterprise within its jurisdiction:

The load of the entire network in the previous day, the power generation of the entire network (if the peak Pinggu was implemented, the power generation capacity of the peak Pinggu period should be distinguished), the power generation of each power plant, the key transmission sections, and the situation of inter-provincial tie lines.

(II) Disclosure method The information disclosed by the power dispatching institution shall disclose relevant information to the power generation enterprise through the power production dispatching system. Each year before the end of March disclosure of ex post facto information and pre-event information this year; 15 days before the monthly disclosure of post-event information and pre-event information this month; 9:00 daily before the disclosure of ex post facto information and today's pre-event information.

III. Other matters The power regulatory agency conducts irregular inspections on the information submission and disclosure of power dispatching agencies and issues special supervision reports.
